As part of HDR's mission "To be a superior professional firm known for vision, value and service to our clients, our communities and our employees", we recognize that small business sub-consultants are an integral part of the process and the success achieved for truly innovative and complex projects. It takes a well rounded team of experts, from all over the country to attack a local issue head-on and create a solution that is beneficial to the community and the people it serves. And to do this, we must be committed to utilizing small business concerns to help strengthen these economies, generate innovative ideas and turn them into sustainable engineered solutions.
HDR's corporate policy is to afford every practicable opportunity for the small business community to participate in contracts awarded to HDR by the federal government, to ensure that equitable opportunity is provided to small, small disadvantaged, woman-owned, HUBzone, veteran-owned, service-disabled veteran-owned concerns and Historically Black Colleges and Universities and Minority Institutions to compete for award of subcontracts and purchase orders, and to diligently pursue the achievement of our goals of participation by the small business community in the dollars available for subcontract/purchase order on all qualifying contracts.
As both our public and private sector markets continue to grow, we understand the importance of our partnerships with the small business community to enhance our competitiveness in the marketplace. HDR is continually looking for quality small business firms for subcontracting opportunities through our outreach efforts and is actively involved in small business conferences and procurement fairs to locate small businesses that have synergies with HDR and will in turn, create opportunities for these small businesses to thrive.

Tips for Increasing Your Firm’s Subcontracting Opportunities with HDR
Register Your Small Business: Register Your Firm in the Government's Central Contractors Registration Database (CCR.gov) if you haven’t already done so. Often HDR must look to government source lists to locate a particular type of small business. Registering your firm will increase the chance that you will be shortlisted for HDR's small business bidding opportunities. Registration does require you to have DUNS number. If you do not have a DUNS Number, contact Dun and Bradstreet.
Complete HDR's Small Business Profile Form: Complete the Small Business Profile form and e-mail it to the Small Business Manager, along with your qualifications. This will ensure the necessary information about your firm gets put into our system for review and is available when seeking firms that have qualifications that might match an opportunity that HDR has.
Mail or email your firm's Qualifications: your company will be entered into the internal HDR Subcontracting Database. Quarterly reports listing HDR-registered subcontractors are provided to HDR personnel for use in selecting subcontracting bidders. Be sure to let us know if you are certified small business, as well, such as SBA certified Small Disadvantaged, 8(a) or HUBZone.
Upon Review of Qualifications the HDR Small Business Manager will contact you to provide names of local HDR contacts in your area. If additional information is needed, the Small Business Manager will request it at this time.
Maintain Contact with local HDR technical staff. The local HDR technical staff in your area provides the best opportunity for subcontracting on current projects. Follow up regularly to discuss potential opportunities for subcontracting on active projects or contracts.
Market Yourself to local HDR marketing staff. The local HDR marketing staff in your area is your best resource for determining future teaming opportunities. Follow up with them regarding potential opportunities for teaming on upcoming solicitations.
Keep the Small Business Manager Informed of any changes in your business size status or of new services offered. The more information HDR has about your firm, the easier it is to determine what subcontracting opportunities are available to you.
HDR Diversity Initiative
HDR is actively pursuing opportunities with several key Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) through the HDR Diversity Initiative. HDR's Diversity Initiative provides outreach to Historically Black Colleges & Universities and Minority Institutions with architecture and engineering programs. The focus of the initiative in 2003 was on the Northeast Cluster of HDR offices and the HBCU institutions that align geographically with them. A joint meeting of leaders from HDR Northeast Cluster offices and leaders from Howard, Morgan State and Hampton Universities in January 2003 kicked off the program. Results of that initial meeting include:
HDR Howard University Fellowship Program
This program was created to support graduate students through their two-year education in the Howard Department of Civil Engineering and to give them opportunities for real-world experience in the field of water and wastewater treatment engineering. The $20,000 fellowship is awarded to a graduate student with exceptional technical talent in the field of water and wastewater. As part of the Fellowship Program, the recipient serves as a research assistant on HDR projects involving such innovations as membrane technology, and may intern at an HDR office over the summer.
HDR platinum membership in AMIE (Advancing Minorities’ Interest in Engineering)
AMIE Executive Director Myron Hardiman has attended diversity initiative meetings with several HBCU’s and HDR. According to Hardiman, the HDR Howard Fellowship is a prime example of the types of partnerships that AMIE helps to develop between its corporate members and an HBCU Engineering School. HDR recognizes diversity is a bottom line business issue that will lead the industry in developing long term win-win partnerships with HBCU academic institutions and takes membership and participation in AMIE and other minority associations quite seriously.
INROADS Program
HDR has been a sponsor of INROADS since 1998. INROADS recruits minority college students of Asian, Hispanic, African American and American Indian decent, identifies intern opportunities for them with businesses, and helps prepare them for corporate and community leadership. Its Pre-College Component prepares high school students for college. The goal of the program is achieved when a sponsoring organization hires the INROADS alumnus – immediately upon graduation from college – who interned at the company.
MESA Program
HDR also participates in this academic development program that supports educationally disadvantaged students so they can excel in math and science studies and graduate with degrees in engineering, science and technology.
